摘　　要：两岸治理是由两岸学者共同提出的研究两岸关系及其发展的理论工具,也是中国政府贯彻党和国家对台大政方针的政策工具;凝结着两岸学者的理论创新与中国政府对台工作的思维创新;同时也是新世纪以来、尤其是新时代以来两岸关系研究中极其重要且有突出代表性的内容。两岸治理研究从概念提出至今,历经“追求两岸治理”、“实现两岸治理”、“落实两岸治理”三个阶段,深刻反映着两岸关系发展的客观形势与对台大政方针的战略选择。本文通过梳理现有“两岸治理”研究的重要文献与学者的主要观点,考察该理论的发展历程,总结各阶段的变化特征,评述各时期的研究内容与主题,最终对理论框架与理论优势进行总结,针对现状中的不足提出前瞻意见。Cross-strait governance is a theoretical tool jointly proposed by scholars across the Strait to study cross-Strait relations and their development.It is also a policy tool for Chinese mainland to implement the major Taiwan-related policies.It embodies the theoretical innovation of scholars across the Strait and the innovative thinking of Chinese mainland’s government concerning Taiwan-related affairs.It has been an extremely important and representative research on cross-Strait relations since the new century,especially since the new era.Since the concept of cross-Strait governance was proposed,it has gone through three stages:“pursuing cross-Strait governance”,“realizing cross-Strait governance”and“implementing cross-Strait governance”,which profoundly reflects the objective situation of the development of cross-Strait relations and the strategic choice of Chinese mainland’s Taiwan-related policies.By reviewing the existing important literature and scholars'main viewpoints on“cross-Strait governance”,this study examines the developmental process of this theory,summarizes the changing characteristics of each period,comments on the research content and theme of each period,finally summarizes the theoretical framework and advantages,and puts forward opinions based on the insufficient research status.
