摘  要:数字时代经济多元开放、风险隐蔽传导、城市数字孪生,对公安工作现代化提出了全新要求,需要依托技术赋能推进警务机制的全局转变、数据要素的全域赋能、理念规则的全面重塑。数字警务在多地实践中实现了城市社会治理的场景应用全覆盖、打防体系再优化、治理效能新提升、辅助决策更科学,但也逐步暴露出普适性难题、内卷化影响、联动性不足、失泄密风险等问题,需要系统培育数字理念与数字技术、有效融通经验做法与技术创新、动态契合数字技术与主体需求、体系构建数字空间警察权责,协同推进集数据治理、平台建设、终端应用、模式创新四位一体的新型警务生态。The digital era is characterized by diversified and open economy,the hidden transmission of risks and the digital twin of the city,posing new requirements for the modernization of public security work.Technologies are needed to promote the overall transformation of police mechanism,the comprehensive empowerment of data ele⁃ments and the overall reshaping of concept rules.The practice of digital policing in many places has realized the full coverage of urban social governance scenarios,the re-optimization of the prevention and control system,the improvement of governance efficiency,and scientific auxiliary decision-making.However,it has also gradually exposed problems such as universal challenges,the impact of involution,inadequate coordination and security risks.It is necessary to cultivate digital idea and digital technology systematically,integrate empirical approach and technical innovation effectively,meet the needs of digital technology and subject dynamically,construct the digital space police duties systemically,so that a four-in-one paradigm of policing ecosystem can be built with coordinated efforts in data governance,platform construction,terminal applications,and model innovation.
