河道管理范围线与蓝线协同优化实践探讨——以深圳为例

摘　　要：河道管理范围线与蓝线分别在不同时期编制,“两线”涉及多个部门和不同的管理规则,且在功能定位、主管部门、划定标准、准入条件、管理方式上存在差异,当用地开发建设时,若遇到与“两线”重合的情况,可能会由于“两线”不一致而造成管理和协调方面的矛盾。该文提出“两线”进行协同的方法,以深圳市坪山区为例,在协同的基础上,探索了优化“两线”与不同类型用地冲突的协调方法,以期为相关工作提供借鉴。The river management line and the blue line were compiled at different times.There are differences in functional positioning,competent departments,delineation standards,access conditions,and management methods between the“blue line”and the“management scope line”.When the“Two Lines”conflict with land use,it may cause conflicts in management and coordination.The“Two Line”involve multiple departments and different management rules.This article proposes the coordination of the“two lines”,and takes the practice in Pingshan District,Shenzhen as an example.On the basis of coordination,it puts forward methods to optimize the conflict resolution between the“two lines”and different types of land use,hoping to provide reference for related work.
