数智赋能农村公共文化服务精准供给的机理与路径

摘　　要：精准供给是新时代农村公共文化服务提质增效的具体体现,数智赋能是其实现手段。数智赋能下的“以需定供”导向是探求农村公共文化服务供需动态平衡的着力点,旨在需求端推动数智嵌入全周期的过程优化并在供给端促进数智驱动全要素的机制创新。数智赋能农村公共文化服务精准供给面临着参与、共生、形态、治理方面的四重困境。可从革新公共文化服务理念推进涉农政策细分化设计、规划区域农村文化空间增强服务对象场景化体验、畅通文化需求表达渠道全面采集用户多模态数据、完善供给信息共享平台提升多主体协同治理水平等方面寻求实现数智赋能农村公共文化服务精准供给的有效路径。Precise supply is a concrete manifestation of improving the quality and efficiency of rural public cultural services in the new era,and empowerment through digital and intelligent technology is its implementation method.Research indicates that the“demand-driven supply orientation”under the empowerment of digital and intelligent technology is the focal point for exploring the dynamic balance between supply and demand of rural public cultural services.It aims to optimize the process of embedding digital and intelligent technology into the entire cycle on the demand side and to promote mechanism innovation driven by digital and intelligent technology across all factors on the supply side.The precise supply of rural public cultural services empowered by digital and intelligent technology faces four dilemmas:participation,symbiosis,form,and governance.This paper proposes suggestions from four aspects for the path to achieve precise supply of rural public cultural serv-ices empowered by digital and intelligent technology:innovating the concept of public cultural services and promoting the refined design of rural policies;planning regional rural cultural spaces to enhance the scenariobased experience of service recipients;smoothing channels for expressing cultural needs and comprehensively collecting user multi-modal data;improving the supply information sharing platform and enhancing the level of multi-agent collaborative governance.
