摘　　要：集体经营性建设用地入市是农村土地制度改革的重要内容,缩小城乡收入差距是推进共同富裕的关键,深入研究两者的关联十分重要。基于2010-2019年全国县级面板数据,借助集体经营性建设用地入市政策这一准自然实验构建合成双重差分模型,深入考察集体经营性建设用地入市政策对城乡收入差距的影响。实证研究发现:集体经营性建设用地入市政策显著地缩小了城乡收入差距。机制分析表明:集体经营性建设用地入市政策通过非农产业发展和农民返乡就业缩小城乡收入差距。异质性分析发现:集体经营性建设用地入市政策对于东西部地区、高金融发展水平和弱财政能力的县域城乡收入差距的缩小作用更加明显。另外,研究还发现:集体经营性建设用地入市政策对城乡收入差距的缩小效应更多起着“雪中送炭”而非“锦上添花”的作用,即集体经营性建设用地入市政策主要缓解了城乡收入差距较大县域的城乡收入不平等。Since the policy of collective construction land for commercial use entering the market constitutes a significant aspect of the rural land system reform and narrowing urban-rural income gap(URIG)forms the key to promoting common prosperity,it is essential to conduct an in-depth examination of the relationship between them.Based on the national county-level panel data from 2010 to 2019,the present paper analyses the impact of the policy on the URIG by building a synthetic difference-in-differences(SDID)model of the policy,which can be viewed as a quasi-natural experiment.Empirical research shows the policy significantly narrows the URIG.Mechanism analysis indicates that this narrowing effect is achieved by the development of non-agricultural industries and the employment of migrant workers in their hometowns.Heterogeneity analysis finds this effect is more remarkable in counties in east and west China,and those with stronger financial development or weaker fiscal capabilities.Additionally,the investigation reveals that the policy predominantly plays a role of“providing crucial support”rather than“enhancing existing conditions”,which means that the narrowing effect is more pronounced in counties with a larger URIG.
