江淮分水岭区域农业包容性绿色增长指数、制约因素及实现路径研究

摘　　要：农村农业现代化是实现中国式现代化的关键,这就需要在促进农业包容性发展的同时,要兼顾农业绿色增长,实现农业包容性绿色增长,以此推动实现农村农业的全面现代化。本文基于包容性绿色增长理论,以江淮分水岭区域农业包容性绿色增长为研究对象,采用实证分析法通过选取江淮分水岭区域2017—2021年的面板数据,对该区域农业包容性绿色增长指数、制约因素和实现路径进行探讨。通过研究发现,该区域2017—2021年农业包容性绿色增长指数波动性较小,稳定发展并逐年提高,但与安徽省均值相比还有一定的差距。制约因素为:农业绿色生产普及率低,资源消耗较大,农业科技贡献率低,产业结构不合理。为实现该区域农业包容性绿色增长,需要推进农业绿色生产、减少污染资源消耗、强化科技助农提高农业服务效率及质量。The modernization of rural agriculture is key to achieving Chinese-style modernization.This requires promoting inclusive agricultural development while ensuring green growth,thereby achieving inclusive green growth in agriculture and driving comprehensive modernization of rural agriculture.Based on the theory of inclusive green growth,this paper focuses on the inclusive green growth of agriculture in the Jianghuai Watershed region.Using empirical analysis,it examines the inclusive green growth index,constraining factors,and implementation paths of agriculture in this region by selecting panel data from 2017 to 2021.The study finds that the inclusive green growth index of agriculture in the Jianghuai Watershed region exhibited minor fluctuations,stable development,and annual increases from 2017 to 2021,but still lags behind the provincial average of Anhui.The constraining factors include a low adoption rate of green agricultural production,high resource consumption,low agricultural technology contribution rates,and an irrational industrial structure.To achieve inclusive green growth in agriculture in this region,it is necessary to advance green agricultural production,reduce pollution and resource consumption,and enhance agricultural service efficiency and quality through technological support.
