“组团式”医疗援藏援疆考核标准及其对援青工作的启示

摘　　要：基于青海省委组织部、卫生健康委员会提出进一步落实青海省医疗人才“组团式”援青工作提出的要求,文章梳理了“组团式”医疗援青的发展历史与现状。在梳理西藏、新疆相关考核评价标准的基础上,借鉴西藏、新疆的考核经验并结合青海省实际,提出“组团式”医疗援青考核评价的模式及框架建议。建议立足现状、瞄准目标,紧密结合医疗援青根本目标和重点任务,建立援受双方联合的考核工作机制,将定性指标与定量指标相结合。According to the requirements of the Organization Department,Qinghai Provincial Party Com⁃mittee and National Health Commission,the work of“medical group”assistance for Qinghai Province needs to be further implemented.This paper summarizes the history and status quo of the assistance work in Qinghai and puts forward the model and framework of assessmentbased on the assessment criteria adopted in Tibet and Xinjiang,their work experience and the practical situation in Qinghai Province.It is suggested that we proceed from the real⁃ity of Qinghai,focus on the primary goals and key tasks,establish a joint assessment mechanism involving the as⁃sisting party and the recipient,and combine both qualitative and quantitative indicators in the assessment work.
