绿色发展下甘肃省资源型城市转型发展研究

摘　　要：高质量发展背景下,绿色发展成为科学研判城市经济发展水平的关键指标,绿色发展效率提升成为推动生态文明建设和经济可持续发展的重要手段。本文基于绿色发展理论,使用超效率SBM模型测度了2008—2019年甘肃省资源型城市绿色发展效率。结果表明,甘肃省资源型城市的绿色发展效率平均水平不高,且处于不同发展阶段的资源型城市的绿色发展效率存在一定差异,其中成长型城市总体上比其他三种类型城市效率高,衰退型城市均值最低,且波动较大,成熟型城市和再生型城市呈现增长趋势。甘肃省资源型城市面临环境污染严重、缺少核心技术人才、经济结构单一等问题。为此要调整升级发展策略,推动经济绿色转型。In the context of high-quality development,green development has become a key indicator for rea-sonably judging the level of urban economic development,and the improvement of green development efficiency has become an important means to promote ecological civilization construction and sustainable economic de-velopment.Based on the theory of green development,this paper evaluates the green development efficiency of resource-based cities in Gansu Province from 2008 to 2019 by using super efficiency SBM model.The results show that the average level of green development efficiency of resource-based cities in Gansu Province is not high,and there are certain differences in the green development efficiency of different development stages of resource-based cities.Among them,growth cities are generally better than the other three types of cit-ies,and the declining cities have the lowest average and larger fluctuations.Mature and regenerative cit-ies are on the rise.The resource-based cities in Gansu Province are faced with such problem as serious envi-ronmental pollution,lack of core technical talents,and simple economic structures.Therefore,it is neces-sary to adjust and upgrade the development strategy to promote economic green transformation.
