摘 要:基于2004—2019年30个省份的面板数据,首先,采用超效率松弛变量的测度(SBM)模型和马尔奎斯特—吕恩贝格(ML)指数方法,测度了2004—2019年中国省级工业碳生产率静态效率与动态指标并进行分析。其次,使用Tobit模型对碳生产率的影响因素进行了深入分析。结果表明:(1)在2004—2019年,我国大部分区域工业碳生产效率值整体水平偏低,仅部分东南沿海地区达到优秀水平,但各区域工业碳生产效率动态指标差异较小且整体呈现上升趋势,说明各地区在工业碳排放管理与技术方面取得了一些积极成果。(2)经济发展程度、人力资本水平与对外开放对工业碳生产率有显著的提升作用;城镇化程度对工业碳生产率存在显著抑制效应;环境规制对工业碳生产率呈现先促进后抑制的“U”型影响。Based on the panel data of 30 provinces in China between 2004 and 2019,the studyfirst employs the super-efficiency slack-based measure(SBM)model and the Malmquist-Luenberger(ML)index method to assess and analyze the static efficiency and dynamic indicators of provincial industrial carbon productivity in China over this period.Then,using the Tobit model,an in-depth analysis was carried out on the influencing factors of carbon productivity.The results show that:(1)From 2004 to 2019,the overall level of industrial carbon production efficiency in most regions of our country was low,and only some southeastern coastal areas reached an excellent level,but the differences in the dynamic indicators of industrial carbon production efficiency in each region are small,and overall,the upward trend indicates that industrial carbon emission management and technology in various regions have achieved some positive results.(2)The degree of economic development,the level of human capital,and opening to the outside world have a significant effect on improving industrial carbon productivity;the degree of urbanization has a significant inhibitory effect on industrial carbon productivity;The relationship between environmental regulations and industrial carbon productivity shows a“U”-shaped pattern of promotion followed by inhibition.
