“合纵连横”:产业融合发展支持农业绿色发展的创新模式——基于江苏典型案例的探讨

摘　　要：产业融合发展作为新业态和新动能,为农业绿色发展的推进提供了新思路和新方案。论文从农业多功能性的横向拓展和产业链的纵向延伸出发构建了产业融合发展支持农业绿色发展的分析框架,并基于典型案例归纳了“合纵连横”的农业绿色发展创新模式和做法,并针对存在的问题提出相应的政策建议。研究发现,江苏部分地区创新出了“农文旅融合”和“农食融合”的绿色发展模式,通过“合纵连横”有效促进了农业增效,推进了农民增收,并实现了农村增绿,形成了农业绿色发展的“良性循环”。为进一步发挥产业融合在农业绿色发展当中的作用,需要进行机制体制创新,加大政策支持力度,加快农业绿色产业体系建设,激发农业绿色发展主体的主观能动性以及完善农业绿色发展的社会化服务体系。Industrial convergence development as the new forms and new kinetic energy,for the development of green agriculture,provides new ideas and new solutions.Based on the horizontal expansion of agricultural versatility and the vertical extension of the industrial chain,this paper constructs the analysis framework of industrial integration development to support agricultural green development.In addition,this article summarizes the innovative model and practice of“alliances”of agricultural green development based on typical cases and puts forward corresponding policy suggestions for existing problems.Studies have found that some areas of Jiangsu have innovated the green development innovation model of“integration of agricultural and cultural tourism”and“integration of agricultural and food processing industry”,which effectively promoted agricultural efficiency,promoted farmers’income,realized rural greening,and formed a virtuous cycle of agricultural green development,through the“alliances”.To further play the role of the industrial convergence among agricultural green development,we need the innovation of mechanism and system,increase policy support,speed up the construction of a green agricultural industry system,stimulate the subjective initiative of green agricultural development subjects,and improve the socialized service system for green agricultural development.
