摘　　要：自然保护区为旅游业发展创造有利自然环境的同时,也使周边地区旅游开发面临较高的生态规制压力。论文基于国土资源管制与生态环境管制双重视角,利用省级面板数据实证检验自然保护区建设对周边地区旅游业发展的影响及作用机制,并通过使用份额移动法所构造的Bartik工具变量解决内生性问题。结果显示:(1)国家级自然保护区显著抑制了周边地区旅游业的发展,而地方级自然保护区的影响并不明显。(2)自然保护区的管制效应随保护区级别、地方履行管制职责意愿与执行管制措施能力的提高而增强。(3)在旅游资源禀赋较高、农业较为发达的地区,国家级自然保护区对旅游业发展的抑制作用将被弱化。研究既为自然保护区通过管制效应抑制周边旅游业发展提供了经验证据,又为优化中国自然保护地治理体系提供了决策参考。While creating favorable environmental foundation for tourism development,nature reserves also put the surrounding tourism development under high ecological regulation pressure.Based on the dual perspectives of land and ecological regulation,this study empirically analyzes the impact and mechanism of nature reserves on surrounding tourism development using provincial panel data,and addresses the endogeneity problem by using Bartik instrumental variables constructed by the share-shift method.The results show that:(1)National nature reserves significantly inhibited the development of tourism in the surrounding areas,while the impact of local nature reserves was not obvious.(2)The regulatory effect of nature reserves would be enhanced with the upgrading of nature reserve’s level,the improvement of local authorities’willingness and ability to implement regulatory measures.(3)The national nature reserve’s negative impact would be less pronounced in the areas with higher tourism resource endowments and stronger agriculture sector.This study not only provides empirical evidence for nature reserves to inhibit surrounding tourism development through regulation effect,but also provides a reference for decision-making to optimize the governance system of protected areas in China.
