关于提振香港地区发展新动能的若干思考

摘　　要：如何全面、有效提振“兴”的动能,实现香港地区经济高质量发展,是当前各界共同关注的重大议题。我们认为,面对全球经济环境的快速变化和科技创新的迅猛发展,香港地区宜主动激发智力、资金、管理三方面优势,以整合性、全局性、前瞻性、普惠性为原则,以战略性支柱产业经济带和创新型未来产业经济带建设为抓手,以稳固的产业人才培养体系、灵活的金融体系,以及健全的法律法规和知识产权保护体系为保障,积极构建国际金融、国际算力、中间试验、技术交易及创业服务五大产业集群,以有效激发以新质生产力为基石的新的发展动能。这一战略布局旨在平衡短期与长期财政收入,确保香港地区在全球经济中的竞争力和影响力,为实现香港地区长期繁荣稳定奠定坚实基础。How to comprehensively and effectively boost the driving forces for prosperous development and achieve high-quality development in Hong Kong region is a major issue of common concern to all sectors.Faced with the rapid changes in the global economic environment and the leapfrog development of scientific and technological innovation,Hong Kong region should actively stimulate its advantages in intelligence,capital,and management;adopt an integrated,overall,foresighted approach for all,take the construction of strategic pillar industry economic belts and innovative future industry economic belts as the starting point;and rely on a stable industrial talent training system,a flexible monetary flow system,and a sound legal and regulatory and intellectual property protection system to vigorously build five major industrial clusters of international finance,international computing power,intermediate testing,technology transactions,and entrepreneurial services and thus to effectively stimulate new driving forces of development based on new quality productive forces.Such a strategic layout aims to balance short-term and long-term fiscal revenues,ensure Hong Kong’s region competitiveness in the global economy,and lay a solid foundation for achieving long-term prosperity and stability in Hong Kong region .
