摘　　要：陆路口岸是粤港澳大湾区要素跨境流动的重要通道,承担着服务港澳融入国家发展大局的重要使命。在粤港澳大湾区建设深入推进的背景下,陆路口岸旅客通关便利化改革重要且迫切。本研究在分析粤港澳陆路口岸旅客通关模式的现状及面临问题的基础上,借鉴国外跨境口岸旅客通关模式的先进经验,结合实际情况,创新性地提出陆路口岸旅客通关模式优化的目标和系统性创新方案,以期为粤港澳大湾区提升口岸通关便利化水平、推动要素自由流动提供借鉴。Land ports are important channels for the cross-border flow of factors in the Guangdong-Hong Kong-Macao Greater Bay Area,bearing the important mission of serving the integration of Hong Kong and Macao into national development.Against the backdrop of the deepening construction of the Greater Bay Area,the reform of facilitation of passenger customs clearance of land ports becomes urgent.This study analyzes the current situation and problems of the land port passenger customs clearance model in Guangdong-Hong Kong-Macao Greater Bay Area,and learns from the advanced experience of foreign cross-border port customs clearance model reform.Based on the actual situation of the Greater Bay Area,this study draws on the advanced experience of the reform of the customs clearance mode at the cross-border ports abroad,considers the actual situation of the Greater Bay Area,and creatively proposes the objectives and implementation system plan for the optimization of the passenger customs clearance mode of the land ports in the Greater Bay Area.It aims to shed light on enhancing the port clearance facilitation in the Greater Bay Area and promoting the free flow of factors.
