摘 要:领导干部是党和国家事业的中坚力量,如何给予干部尤其是领导干部以科学有效的激励和约束,是当前党和国家治理的核心问题和紧迫议题。本文基于大数据政策文本量化分析对历史过程进行追踪和比较,发掘“激励与约束”两大任务的治理悖论,深化分析“政治控制”与“专业自主性”之间的平衡难题。同时以提高干部主体责任感、认同感和创造性执行能力为主线,以政治正确性(正确为)、专业自主性(能动为)、工作整体性(科学为)、治理简约性(有效为)等关键核心变量为平衡支点,构建干部担当作为的整体性解释框架。本文试图规避传统的量化指标考评单一路径依赖,通过“让统筹运转起来”跳出“局部有效、整体无效”与“猫鼠游戏”治理怪圈,使干部队伍激励约束机制实现由重“术”的技术层面向重“道”的文化自觉层面的转变。Leading cadres are the backbone force of the causes of the Communist Party and Chinese Government. It is the core and urgent issue in the current governance of the Party and the Government how to provide cadres, especially leading cadres, with scientific and effective incentives and constraints. Based on the historical review of Chinese political practice, the paper explores the governance paradox lying in the two major tasks of “incentives and constraint”, and further analyses the balance problem between “political control” and “professional autonomy”. At the same time,taking the main line of improving cadres' sense of responsibility, sense of identity, and their creative executive ability, the paper summarizes and induces that the overall explanation framework of cadres' responsibility and performance could be constructed with key core variables such as political correctness, professional autonomy, work integrity, and governance simplicity as balancing fulcrums.The paper attempts to upgrade the incentive and constraint mechanism of the cadres' team from “Shu”,methods of management, to “Dao”, theories of cultural consciousness, by operating overall planning to break out of the “cat and mouse game” governance cycle.
