摘　　要：大党独有难题是党的建设中的“元问题”,解决大党独有难题的核心指向就是中国共产党实现长期执政。解决大党独有难题的“安全篇章”关涉中国式现代化进程中党长期执政、国家长治久安、人民幸福安康,是政治安全与国家安全的“交集”,集中体现为党的执政安全。实现好、维护好、保障好党的执政安全是建构中国政治安全和国家安全的底层逻辑。解决大党独有安全难题旨在实现高质量的执政安全,以此确保政治安全进而维护国家总体安全。以“识别难题-确证难题-解决难题”为思维指引,充分体认解决大党独有安全难题与维护执政安全之间的机理互嵌。回到组织本身,从大党的独特形态及治理实践切入,确证规模风险、时长风险、能力风险、惯性和惰性风险并联伴生的安全问题,进而从战略维度、价值维度、组织维度、制度维度提出大党安全难题解决之道,为办好“两件大事”和续写“两大奇迹”增添实践伟力,形成推进中国式现代化的强大动力和合力。The special challenges that a large party like the CPC faces are the “meta-problems”in party building, and the core of tackling the special challenges that a large party like the CPC faces is to realize the long-term governance of the CPC. The “security chapter” of the special challenges that a large party like the CPC faces is related to the long-term governance of the CPC, the long-term stability of the country, and the happiness and well-being of the people in the process of Chinese modernization, and is the “ intersection ” of political security and national security, which is concentrated as the governing security of the CPC. To realize, maintain and guarantee the CPC's governing security is the underlying logic of constructing China's political security and national security. The purpose of tackling the special security challenges that a large party like the CPC faces is to achieve high-quality governing security, so as to ensure political security and safeguard the overall security of the country. Guided by the thinking of “identify the difficult-confirm the difficult-solve the problem”, the mechanism between tackling the special security challenges that a large party like the CPC faces and maintaining the CPC's governing security is fully recognized. Back to the organization itself, starting from the special form and governance practice of the large party, confirm the security problems associated with scale risk, duration risk, capacity risk, inertia and inertia risk in parallel,and then propose ways to tackle the special security challenges that a large party like CPC faces from the strategic dimension, value dimension, organizational dimension and institutional dimension, so as to add practical strength for the balance of development and security and the continuation of the miracle of rapid economic growth and sustained social stability. This will create a strong driving force and synergy for advancing Chinese modernization.
