山东省郓城县整县域高标准农田建设SWOT分析

摘　　要：为更加科学、高效地推进高标准农田建设与管护提供改进建议和科学支撑,利用SWOT分析法对山东省郓城县整县域高标准农田建设情况进行研究。分析了郓城县整县域高标准农田建设优劣势、机遇与威胁,判明其存在的主要问题及原因。研究发现,整县域高标准农田建设存在投资标准低、缺乏管护资金、农田用电同质不同价及耕地进出平衡对接困难等劣势和威胁。针对上述劣势和威胁,提出提高单位土地面积财政资金投资密度、拓宽资金筹措渠道、合理优化布局结构、推进农业灌溉用电价格改革、统筹耕地进出平衡指标、建立健全高标准农田资产管理和基础设施管护制度等对策建议。In order to provide improvement suggestions and scientific support for promoting construction and management of high stand-ard farmland,situation of county-wide construction of high standard farmland in Yuncheng County with aid of SWOT analysis method was studied.Advantages and disadvantages,opportunities and threats of high standard farmland construction in Yuncheng County were studied.Then main problems and causes were inferred.Research has found that construction of high standard farmland in the entire county has disadvantages and threats such as low investment standards,lack of management and protection funds,homogeneous and dif-ferent prices of farmland electricity,and difficulties in balancing inflow and outflow of farmland.In response to above disadvantages and threats,countermeasures and suggestions were proposed to increase investment density of fiscal funds per unit land area,broaden funding channels,optimize layout structure reasonably,promote reform of agricultural irrigation electricity prices,coordinate import and export balance indicators of cultivated land,establish and improve high standard farmland asset management and infrastructure pro-tection systems.
