完善基层老年公共体育服务体系的理论逻辑、实践探索与路径选择——以江苏省张家港市老年体育大学为例

摘　　要：在分析基层老年公共体育服务体系“谁来供给、为谁供给、供给什么、如何供给”问题的基础上,通过实地调研发现张家港市建成全国首家县级老年体育大学的重点举措在于:以“多方联动”凝聚合力,健全基层老年体育组织网络;以“阵地建设”铸牢重心,夯实基层老年体育发展根基;以“品牌构建”丰富供给,提升基层老年体育工作水平;以“智能优化”提质增效,强化基层老年体育资源整合。面对同质化严重、专业化不足、标准化偏差、协同化障碍、智慧化瓶颈的困境,提出应以人民为根本、以健康为导向、以质量为依据、以合作为抓手、以科创为支撑完善基层老年公共体育服务体系。The study conducted a field investigation into the public sports service system for the elderly at the grassroots level on the basis of analyzing the problems of"who is to supply,supply for whom,what and how to supply",and found that the key measures being taken by the Zhangjiagang city to build the first county-level sports university for the elderly in China are as follows:to improve the network of grassroots sports organizations for the elderly with"multi-linkage";to consolidate the foundation for the development of grassroots elderly sports with"key construction";to enrich the supply with"brand building"and improve the level of grassroots elderly sports work;to enhance the quality and efficiency by"intelligent optimization"and strengthen the integration of grassroots sports resources for the elderly.In the face of the dilemma of serious homogenization,insufficient specialization,deviation from standardi-zation,obstacles to synergy and bottlenecks of intelligence,it is proposed that the improvement of the public sports service system for the elderly at the grassroots level should be people-centered,health-oriented,quality-based,cooperation-motivated,science and technology empowered.
