老龄化背景下中国家庭养老基层劝导机制研究

摘　　要：中国式现代化要求中国式养老解决方案。家庭养老是中国式养老的基本特征之一,但在学术研究和政策层面都没有得到足够重视。家庭养老责任履行不到位,是老有所养目标未能完全实现的主要原因。国家保障家庭养老责任切实履行,需要刑罚威慑、民事司法、行政督导三管齐下。血缘关系导致刑罚威慑和民事司法的实际保障效果有限,行政督导因而变得异常重要。发挥我国党的全面领导的制度优势,探索构建以村(居)两委为中心、基层养老服务组织等协助的家庭养老基层劝导保障机制,在组织、经验、财政等方面都具有可行性,是补齐行政督导短板的可行模式,是中国式现代化在养老领域的可行实践。Chinese modernization involves Chinese-style aged care policies.Family support responsibility is one of the basic characteristics of China's elderly care policies,but it has not been paid enough attention both in academia and in policy.The failure of family support is the main reason why we have not achieved the goal of all aged having access to good elderly care.The state prompts the fulfillment of family aged care support through the methods of criminal pen-alty,civil procedure and administrative supervision.The consanguinity undermines the deterrence of criminal and civil punishments;therefore administrative supervision becomes extremely important for the guarantee to family support.Leveraging the institutional advantage of the comprehensive leadership of our Party,we aim to explore and establish a grassroots persuasion and support mechanism for family-based elderly care responsibilities.This mechanism will be centered around the village(residential)committees,with assistance from grassroots elderly care service organizations.It is feasible in terms of organization,experience,and finances,and represents a viable model to address the shortcom-ings in administrative supervision.This approach is a practical implementation of Chinese-style modernization in the field of elderly care.
