数智赋能安全态势感知与塑造模型

摘　　要：安全态势感知与塑造是维护和塑造安全的关键支撑。数智时代,安全态势感知与塑造亟待数智赋能。文章在分析数智赋能安全态势感知与塑造的内涵和基本要素的基础上,构建并解析数智赋能安全态势感知与塑造模型。数智赋能安全态势感知与塑造是三元空间系统、数智技术与工具、情报工作系统、情报组织机构、安全工作系统和安全组织机构六要素的协调统筹与综合集成。数智赋能安全态势感知与塑造模型涵盖三个关键层次:三元空间安全信息感知(信息层)、基于安全信息的安全态势感知(情报层)以及基于安全情报的安全态势塑造(应用层)。Safety&Security Situational Awareness and Shaping(SSAS)is critical to maintaining and shaping security.In the digital and intelligent age,there is an urgent need to enhance SSAS with digital intelligence.Based on an analysis of the connotation and essential elements of the digital intelligence-enabled SSAS,this article develops and explores a model for the digital intelligence-enabled SSAS,which is the coherent coordination and comprehensive integration of six elements,including ternary space system,digital and intelligent technologies and tools,intelligence working system,intelligence organizations,safety&security system,and safety&security organizations.The digital intelligence-enabled SSAS covers three key layers,namely security information perception in ternary space(information layer),security situation awareness based on safety&security information(intelligence layer),and safety&security situation shaping based on security intelligence(application layer).
