国际旅行卫生证书川渝通办服务模式初探

摘　　要：目前,全国海关保健中心所有业务数据均独立、封闭,出入境人员国际旅行卫生证书的办理模式为“体检/接种—等候结果—现场领取证书”,无法满足出入境人员便捷、高效、多元化的国际旅行健康服务的要求。川渝两地国际旅行卫生保健中心通过开发川渝证书通办应用客户端软件,为出入境人员提供川渝两地“一地体检,异地证书办理”的通办服务模式,是国内首次基于出入境人员证书办理便利服务及信息共享的探索,为保健中心国际旅行健康服务智慧化、口岸一体化建设提供有益参考。In view of the fact that all the operational data of Customs’Healthcare Centers are independent and closed,and that the mode of processing international travel health certificates is"medical examination/vaccination-waiting for the results-obtaining the certificate in the field",it is no longer able to meet the requirements for a convenient,efficient and diversified international travel health service for entry-exit personnel.The two international travel healthcare centres in Chongqing and Sichuan develope together the Chongqing and Sichuan certificate application client software to provide the certificate integration service mode of"one place for medical examination,different place for certificate application",which is the first domestic exploration based on the certificate application facilitation service for the entry-exit personnel and the sharing of information,and it provides useful references for the healthcare centre’s intelligent of international travel health service and the construction of the port integration.
