摘 要:海洋气象综合保障工程是依据《海洋气象发展规划(2016-2025年)》、围绕国家“海洋强国”战略设立的重要工程建设项目。通过海洋气象综合保障一期工程实施,初步构建了涵盖综合观测、预报服务、信息网络及综合保障等的海洋气象业务技术体系,工程的社会、经济及生态效益初步显现。海洋气象综合保障一期工程建设虽取得阶段性进展,目前仍存在海洋气象观测密度不够、预报关键核心技术能力不足、服务能力不能满足需求等问题。本文旨在全面总结海洋气象综合保障一期工程建设成效,深入分析目前海洋气象业务面临的主要问题,并系统梳理海洋气象业务发展需求和趋势。这对于推动我国海洋气象业务高质量发展,助力经济社会可持续发展和筑牢防灾减灾第一道防线等具有重要意义。The Marine Meteorological Comprehensive Support Project is an important engineering construction project based on the Marine Meteorological Development Plan(2016-2025)and the National Strategy for Maritime Power.With the implementation of the phase-1 project,a technological system for comprehensive marine meteorological operation has been initially established,which covers integrated observation,forecasting and service,information network and comprehensive support.The social,economic,and ecological benefits brought by the project have begun to emerge.Although this project has made phased progress,there are still issues such as limited marine meteorological observation density,insufficient capabilities in key forecasting technologies,and inadequate service capabilities to meet demand.This article summarizes the achievements of the phase-1 Marine Meteorological Comprehensive Support Project,analyzes the bottlenecks in the current marine meteorological operation,and lists the needs and trends of its future development.This holds significant importance in promoting the high-quality development of China's marine meteorological operation,supporting the sustainable economic and social development,and strengthening the front line of marine weather disaster prevention and mitigation.
