摘　　要：制度型开放是中国推进新一轮高水平对外开放的重要组成部分。新发展格局下,中国对外贸易体系不断创新,资本市场开放稳步推进,制度型开放取得了显著成就。制度型开放的核心要素在于开放透明的法律体系、高效公正的行政治理、创新对外贸易体系、资本市场稳步开放和法律法规的完善。国际上,美国的制度型开放基本遵循国内规则直接向多边层面扩张的路径;日韩两国的特色在于积极主动地与国际标准接轨;欧盟内部推行单一市场政策,商品、服务、人员和资本能够自由流动;不同国家的成功经验与教训对我国在设计和实施自身开放策略时具有重要的借鉴意义,我国同其他新兴市场国家在制度型开放道路上做出了有益探索。Institutional opening up is an important part of China's endeavors to promote a new round of highquality opening-up.Under the new development paradigm,China's foreign trade system continues to innovate while the opening of its capital market proceeds steadily.Significant achievements have been made in institutional opening up.The core elements of institutional opening up include an open and transparent legal system,efficient and fair administrative governance,innovative foreign trade system,steady opening of the capital market,and improvement of laws and regulations.In the global arena,the institutional opening-up strategies of different countries vary.The United States basically follows the path of direct expansion from domestic rules to the multilateral level.Japan and South Korea actively align their strategies with international standards,while the EU champions a single market policy,allowing for the free flow of goods,services,personnel,and capital.The successful experiences and lessons learned from different countries have important reference significance for China in designing and implementing the opening-up strategy.China,along with other emerging market economies,has made beneficial explorations in the realm of institutional opening up.
