“政治三力”的理论内涵、影响因素与提升路径——基于“个体—组织”分析框架

摘　　要：习近平总书记提出的“提高各级党组织和党员干部政治判断力、政治领悟力、政治执行力”这一重大命题,具有丰富的理论内涵和重要的实践价值,亟待从理论上予以研究阐释。对“政治三力”的理论内涵进行梳理以后发现,“政治三力”的各组成部分在内在逻辑上具有共通之处,可以从整体上将其阐释为将党组织的政治部署落实为个体党员政治行动的能力,呈现为个体因素与组织因素的有机统一。“政治三力”建设既受个体视角下的“政治人”行动影响,具体表现在主体因素、结构因素、环境因素三个方面,也受组织视角下的政党能力影响,具体表现在输入环节能力、转换环节能力、输出环节能力三个方面,两者共同构成了“政治三力”建设影响因素的分析框架。从该分析框架来看,新时代提高各级党组织和党员干部的“政治三力”,必须统筹“主体—结构—环境”与“输入—转换—输出”两种逻辑理路,构建党建视野下的政治能力建设体系。"Three Political Abilities"proposed by Xi Jinping is essentially the extent to which the political deployment of the Party organization is implemented into the political action of the party members,which highlights the unity of"organization"and"individual".This paper discusses the influence of"party capacity"from the perspective of"organization"and"political man"action from the perspective of"individual"on the"three political abilities".With the help of this framework,it is proposed that improving the"three political abilities"of Party cadres in the new era must coordinate two paths of"subject-structure-environment"and"input-transfer-output"to build a system in the broad vision of the party construction.
