片区统筹视角下老城枢纽地区的更新实践——以宿州火车站周边地区为例

摘　　要：在国土空间趋向集约化、内涵式高质量发展的背景下,城市更新的工作重点开始从点状更新向片区更新转向。因此,文章以宿州火车站周边地区的更新为例,基于片区统筹的中观视角,以全局谋划为先导,自上而下明确片区更新的纲领性原则,指导具体更新策略的制定,最后通过城市设计图则管控的形式将更新策略加以落实,形成了一套贯通谋划、设计与实施管控全周期的片区更新规划路径,以期能够为促进其他城市存量空间的系统性提升提供可借鉴的样本。In the context of intensive and connotative high-quality development of territorial space,the focus of urban renewal has begun to shift from“spot-like renewal”to“district-wide renewal”.This paper takes the renewal of the surrounding area of Suzhou Railway Station as an example.Based on the meso perspective of overall development of the district,under the guidance of overall planning,the paper clarifies the top-down programmatic principles for district renewal,formulates specific renewal strategies,and finally implements the renewal strategies through the urban design guidelines to form a set of renewal planning paths for district renewal that integrates the planning,design and implement.It aims to provide a reference for the systematic upgrading of other urban stock space.
