摘　　要：本文以环境监测为主题,探讨了如何保证和提高环境监测的质量,以满足环境保护和管理的需要。本文首先介绍了环境监测的概念、特点、目的和意义,然后分析了影响环境监测质量的主要因素,包括监测规划和设计、监测实施和操作、监测数据和信息的处理和分析、监测管理和保障等,接着探讨了环境监测全过程质量管理的内容和方法,包括制度和流程、技术支持和方法创新、质量控制和质量保证、沟通和协调、社会参与和公众宣传等,最后提出了提升环境监测水平的对策和建议,包括理论研究和技术创新、人才培养和队伍建设、制度建设和法治保障、协作机制和信息共享等。本文旨在为环境监测的发展和改进提供参考和启示。This paper takes environmental monitoring as the theme,and discusses how to ensure and improve the quality of environmental monitoring to meet the needs of environmental protection and management.This paper first introduces the concept,characteristics,purpose and significance of environmental monitoring,then analyzed the main factors affecting the quality of environmental monitoring,including monitoring planning and design,monitoring implementation and operation,processing and analysis of monitoring data and information,monitoring management and guarantee,then explore the content and methods of the whole process of environmental monitoring quality management,including systems and processes,technical support and method innovation,quality control and quality assurance,communication and coordination,social participation,and public publicity,Finally,the countermeasures and suggestions to improve the level of environmental monitoring,Including theoretical research and technological innovation,personnel training and team building,system building and legal guarantee,cooperation mechanism and information sharing,etc.This paper aims to provide a reference and inspiration for the development and improvement of environmental monitoring.
