摘　　要：随着金融监管体制改革的不断推进,我国逐渐形成了以中央为主、地方为辅的央地双层金融监管“新体制”。这种“新体制”在不断深化拓展。在央地双层金融监管体制下,央地在金融科技风险监管中存在目标差异、权责划分模糊化等潜在缺漏。对此,加强央地协同监管机制建设是有效治理金融科技风险系统性、复杂性表现的现实选择,以此增强央地监管的协同效力。“新体制”下金融科技风险央地协同监管机制建设的关键在于加强对其核心构成要素的法律保障,因此,应注重央地监管权配置的法治化,以保障法权要素的实现;应规范构造央地监管部门的关系,以保障结构要素的实现;应加强监管知识交互共享机制建设,以保障知识要素的实现。With the continuous advancement of the financial regulatory system reform,China has gradually established a“new system”of dual-layer financial regulation with the central government as the main authority and local governments playing the assistant role.This“new system”is constantly deepening and expanding.Under the dual-layer financial regulatory system of the central and local governments,there are potential gaps and ambiguities in the objectives and division of responsibilities in the regulation of financial technology risks.Therefore,strengthening the construction of a coordinated regulatory mechanism between the central and local governments is an effective choice for effectively managing the systemic and complex manifestations of financial technology risks,thereby enhancing the synergy of regulatory efforts between the central and local governments.The key to the construction of the coordinated regulatory mechanism for financial technology risks under the“new system”lies in strengthening the legal guarantees for its core elements.Therefore,attention should be paid to the legalization of the allocation of regulatory powers between the central and local governments to ensure the realization of legal and jurisdictional elements.The relationship between the central and local regulatory departments should be regulated to ensure the realization of structural elements.Efforts should also be made to enhance the construction of mechanisms for knowledge exchange and sharing in regulation to ensure the realization of knowledge elements.
