乡村护林员在集体林业有害生物防治工作中的作用

摘　　要：尚志市是黑龙江省重点林区之一,森林资源丰富,林业有害生物种类较多。尚志市集体林区分布较为零散,平均每年林业有害生物发生面积0.3万hm^(2)左右。由于没有国有林场、乡镇林业站下放和工作人员偏少等原因,林业有害生物防治工作开展难度较大。尚志市林业和草原局以林长制改革为抓手,多措并举,积极向上争取政策,采取考试等方式在各乡镇选聘340余人组建了乡村护林员队伍,对全市集体林木实行“集约化、网格化”管理,保护了尚志市集体林业的造林绿化成果,维护了全市的森林资源和生态安全。乡村护林员队伍的建立对尚志市集体林业有害生物监测、预警和防治等方面发挥了巨大作用。Shangzhi City is one of the key forest areas in Heilongjiang Province,with rich forest resources and a wide variety of forestry pests.The collective forest areas in Shangzhi are scattered,with an average annual occurrence of forestry pests covering approximately 3000 hectares.Due to the absence of state-owned forest farms,the delegation of township forestry stations,and a shortage of personnel,conducting pest control work is challenging.The Shangzhi Forestry and Grassland Bureau,leveraging forestry reform initiatives,has adopted multiple measures to actively seek policies from higher authorities.They have recruited over 340 individuals through examinations in various towns to form a team of village forest rangers.This team implements“intensive and grid-based”management of all collective forests in the city,protecting the afforestation and greening achievements of Shangzhi′s collective forestry,and maintaining the city′s forest resources and ecological security.The establishment of the village forest ranger team has played a significant role in the monitoring,early warning,and prevention and control of forestry pests in Shangzhi′s collective forests.
