摘　　要：深入探究战略科学家在重大工程中的角色担当和作用机理,进而建构战略科学家战略价值实现机制,是深入实施新时代人才强国战略的内在要求。以“中国地质之父”李四光和“中国航天之父”钱学森两位世界公认的战略科学家为例研究发现:战略科学家在重大工程中担当着科学建言者、战略规划者、担纲领衔者、铸魂育才者的角色使命,通过发挥科学顾问作用催生重大工程、发挥战略指导作用引领重大工程、发挥关键核心作用推动重大工程、发挥精神旗帜作用完成重大工程,是战略科学家在重大工程中的作用机理。可通过建构政治关怀机制、决策参与机制、实践历炼机制、容错信任机制、激励保障机制,促进战略科学家战略价值充分实现。Exploring the role and mechanism of strategic scientists in major projects,and constructing a mechanism for realizing the strategic value of strategic scientists,is an inherent requirement for implementing the strategy of building a strong talent country in the new era.Taking the world-renowned strategic scientists Li Siguang,the father of Chinese geology,and Qian Xuesen,the father of Chinese aerospace,as examples,this study found that strategic scientists play the roles and missions of scientific advisors,strategic planners,leaders,and cultivators in major projects.By playing the role of scientific advisors,they promote major projects,guide them with strategic guidance,and play a key core role in promoting major projects playing the role of a spiritual banner to complete major projects is the mechanism of strategic scientists in major projects.By constructing political care mechanisms,decision-making participation mechanisms,practical experience mechanisms,fault tolerance and trust mechanisms,and incentive and guarantee mechanisms,we can promote the full realization of the strategic value of strategic scientists.
