摘　　要：地方善治能力是国家善治能力的重要组成部分,有助于推动地方共建共治共享,从而助力构建社会治理共同体。在特定地方行政辖区内,为了满足人民群众对美好生活的需要,党领导多元主体进行有效治理。基于“价值—资源—行动”的能力建设框架,对市域治理创新案例进行分析发现,地方善治能力是在共同价值目标牵引下,政府将强大的治理资源落到社区这一微观场域中并充分激发多元主体参与而形成的,其核心逻辑是党的政治引领、组织整合和激励动员机制。着眼于提升地方善治能力,要在党建引领下,进一步统筹推进地方政府纵向贯通连接社会和社区、横向整合多元主体工作。Local capacity for good governance is an important part of the national capacity for good governance,which helps to promote the local system based on collaboration,participation,and shared benefits,thus contributing to the construction of a social governance community.In order to satisfy the people's needs for a better life in a specific local administrative district,the Party leads multiple subjects to carry out effective governance.Based on the capacity building framework of"valueresource-action",the analysis of innovative cases of municipal governance reveals that the local capacity for good governance is formed by the government's strong governance resources in communities and the stimulation of multiple participation under the traction of common values and objectives.The core logic is the Party's political leadership,organizational integration and incentive mobilization mechanism.In order to enhance the capacity of good governance at the local level,it is necessary to further promote the local government's efforts in vertically connecting the society and the community,and horizontally integrating the multiple subjects under the leadership of Party building.
