摘　　要：饲用高粱是我国重要的饲用粮食之一,保障饲用高粱进口贸易稳健运行是目前我国粮食安全面临的重要挑战。关务作为粮食供应链中的关键环节,与海关有大量交集。本文选取饲用高粱进口的关务问题进行研究,着重分析通关流程,强化海关与企业的双向互动,推动建设服务型海关,以海关职能推动国家高水平对外开放,构建新发展格局,并通过国内大循环促进我国进出口贸易行业的高质量发展。Feed sorghum is one of the crucial feed grains in China.Ensuring the stable operation of feed sorghum import trade presents a significant challenge to China’s food security.Customs affairs are an essential part in the grain supply chain and are closely intertwined with customs operations.This paper examines the customs issues related to feed sorghum imports,focusing on customs clearance processes,enhancing bidirectional interaction between customs and business and promoting the development of service-oriented customs.This paper also discusses how to leverage customs functions to advance high-level opening-up,build a new development pattern,and foster high-quality development of import and export trade through domestic circulation.
