摘　　要：国土空间承载的人流、物流、信息流等“流”要素呈现无标度网络的特征,虽然提升了社会生产与物流效率,但也催生了一系列社会问题。因此,认识和治理国土空间无标度网络,是统筹国土空间发展与安全的重要手段。文章从国土空间多尺度和多层级的网络特征视角,分析“纵向贯通”与“横向互联”的国土空间规划实施监测网络,在数字生态文明时代的国土空间治理新机遇;从时间和空间维度,分别展望从低频到高频、跨大尺度与小尺度的国土空间无标度网络治理场景,以期为国土空间研究和治理提供新的认识和实践视角。The flow of individuals,logistics,and information within territorial space exhibits characteristics of a scale-free network.While this feature can enhance the efficiency of social production and logistics,it can also give rise to a series of social issues.Therefore,understanding and governing the scale-free network of territorial space is an essential means for balancing development and security.This paper explores new opportunities for territorial spatial governance in the digital ecological civilization era from the perspective of the multi-scale and multi-level network characteristics of territorial space.It discusses the application of the China Spatial Planning Observation Network(CsPON),which features"vertical integration"and"horizontal interconnection"of data.Furthermore,the paper presents governance scenarios for scale-free networks of territorial space in temporal(from low-frequency to high-frequency)and spatial(from large-scale to small-scale)dimensions.Overall,the paper aims to provide new insights into the research and governance of territorial space.
