摘　　要：研究目的:“标准地”出让改革是土地要素市场化配置中的政策创新,以全国各地级市层面“标准地”出让改革的实施作为准自然实验,探究该政策对工业用地利用效率的影响,为产业用地节约集约利用和制造业高质量发展提供决策依据。研究方法:超效率的SBM-Undesirable模型、渐进双重差分模型。研究结果:(1)研究期内,“标准地”出让改革显著提升了工业用地利用效率;(2)“标准地”出让改革对工业用地利用效率的提升效应呈现逐年积累的特征;(3)“标准地”出让改革对工业用地利用效率的提升作用具有明显的异质性:其中,“标准地”出让改革的提升效应在中西部地区和产业结构高度依赖制造业的地区更加显著。研究结论:地方政府应全面深化土地要素市场化配置改革,因地制宜地推行“标准地”出让模式,促进工业用地提质增效,赋能制造业高质量发展。The purpose of this study is to investigate the influence of the“standard land”supply reform on the efficiency of industrial land use in China,to provide insights for the optimal allocation of industrial land resources.The research methods are as follows.The Super SBM-Undesirable model is used to measure the efficiency of industrial land use.And a quasi-natural experiment is conducted across 275 cities from 2013 to 2021,using a staggered difference-in-differences(DID)model to probe the causal effect of the“standard land”supply reform on land use efficiency.The results show that:1)during the research period,the implementation of“standard land”supply reform has significantly promoted the improvement in industrial land use efficiency.2)The implementation of“standard land”supply reform has a cumulative effect on the improvement of industrial land use efficiency.3)The“standard land”supply reform has a significant heterogeneity in improving industrial land use efficiency,with a more significant positive effect in central and western regions and manufacturing dependent cities.In conclusion,it is recommended that local governments should deepen the market-based allocation reform of land resources.By continuing the implementation of the“standard land”supply reform adapted to local conditions,the efficiency of industrial land use can be increased,contributing to the high-quality development of manufacturing industry.
