摘 要:节能、环保、绿色、低碳是当代的新命题,高质量发展是时代赋予的历史使命,既要实体强国又要绿水青山。超低排放、清洁生产、绿色制造等新规划理念要求总图规划设计技术必须更新。作为重工业冶金行业的总图规划设计人,要把绿色、环保、节能、低碳的规划理念植入钢铁企业的规划设计中,与时俱进。针对碳排放、硫排放、氮氧化合物排放、颗粒物排放的实质性要求,技术更新要从顶层前瞻性规划着手,系统谋划、通盘考虑,通过优化界面技术、提升清洁绿色技术、利用清洁绿色能源和绿色装备、完善全生产链的系统排放治理能力等手段,将新发展理念的具体要求系统部署到项目总图规划设计的全生命周期。Energy-saving,environmental protection,green and low carbon development are new themes.High-quality development is the historical mission entrusted to us by the times.Not only build a powerful industrial nation,but also bring lucid waters and lush mountains.New planning concepts such as ultra-low emission,clean production and green manufacturing require that general layout plan design technology must be updated.As the general layout plan designer of heavy industry metallurgical industry,we should plant the planning idea of green,environmental protection,energy saving and low carbon into the planning and design of iron and steel enterprises,and advance with the times.In view of the substantial requirements of carbon emissions,sulfur emissions,nitrogen oxides emissions,particulate matter emissions,technology updates should start with top-level forward planning,systematic planning,and overall consideration,by optimizing the interface technology,upgrading the clean green technology,utilizing clean green energy and green equipment,and improving the system emission control capability of the whole production chain,the specific requirements of the new development concept are deployed to the whole life cycle of the project general layout plan design.
