摘　　要：随着社会的发展和人们对灾害防范意识的提高,应急管理创新体系的构建成为一项重要的任务。文章旨在探讨应急管理创新体系的构建,并提出相应的对策建议。文章从国家政策、导向趋势、社会现状等方面入手,分析了应急管理存在的问题和缺陷。在此基础上,提出了构建应急管理创新体系的框架,包括数据信息平台、专家智库体系和政产学研用一体化模式。该框架旨在提高应急管理的效率和水平,为政府和社会提供更好的应急服务。最后,提出对策建议和保障实施的具体措施,为应急管理创新体系的构建提供参考。With the development of society and the increasing awareness of disaster prevention,the construction of an innovative emergency management system has become an important task.This article aims to explore the construction of an innovative emergency management system and propose corresponding countermeasures and suggestions.This article analyzes the problems and defects of emergency management from the aspects of national policy,orientation trend and social status.On this basis,a framework for constructing an emergency management innovation system is proposed,including a data and information platform,an expert think tank system,and a government,industry,academia,research and utilization integration model.The framework aims to improve the efficiency and level of emergency management and provide better emergency services for the government and society.Finally,countermeasure suggestions and specific measures to guarantee implementation are proposed to provide reference for the construction of the emergency management innovation system.
