摘　　要：在“双一流”建设的大背景下,高校需要图书馆为教学和科研提供更加专业化、精细化的服务。文章研究表明,实现对教学科研的有效支撑,高校图书馆需要完成服务能力基础的顺利转变,基于新的能力基础,对现有的能力结构进行优化和重构。构建图书馆服务教学科研有效发展的推进机制,需要从规范图书馆的治理行为、形成动态的用人体系及完善相关应对机制入手。Under the background of“double first-class”construction,universities need libraries to provide more professional and refined discipline services for teaching and scientific research.Realize teaching discipline with the effective support of research,university libraries need to complete the smooth transformation of service ability foundation and optimize the existing ability structure based on the new ability foundation change and reconstruct.To construct the effective development mechanism of library service teaching and scientific research,we need to standardize the governance behavior of library,form a dynamic employment system and improve the relevant coping mechanism.
