政策性融资担保机构运行效率及影响因素研究——基于湖南省的经验证据

摘　　要：政策性融资担保通过发挥抵押品替代机制,有效缓解融资难、融资贵等问题,在支农支小领域发挥了积极的推动作用。在此以2020—2022年湖南省32个政策性融资担保机构业务数据为基础,运用DEA-Tobit回归模型对政策性信贷担保机构运行效率及影响因素进行实证分析,研究结果表明:政策性担保机构在当前仍处于初期发展阶段,综合效率有待提升;平均综合融资成本负向影响政策性担保机构运行效率,而担保业务覆盖率、追偿率正向影响机构运行效率。进而提出完善政策性担保业务格局,坚持政策性定位,加强政银担合作机制等政策建议。Policy-oriented financing guarantee institutions have played a positive role in supporting agriculture and small businesses by leveraging collateral substitution mechanisms to effectively alleviate financing difficulties and high financing costs.This paper is based on the business data of 32 policy-oriented financing guarantee institutions in Hunan Province from 2020 to 2022,and uses the DEA-Tobit regression model to empirically analyze the operational efficiency and influencing factors of policy-oriented credit guarantee institutions.The research results indicate that policy-oriented guarantee institutions are still in the early stages of development,and their overall efficiency needs to be improved,that the average comprehensive financing cost has a negative impact on the operational efficiency of policy-oriented guarantee institutions,and that the coverage rate of guarantee business and the recovery rate have a positive impact on the operational efficiency of institutions.Based on the above analysis,policy recommendations are proposed to improve the pattern of policy-oriented guarantee business,adhere to policy positioning,and strengthen the cooperation mechanism between the government and banks.
