摘　　要：运用文献资料法、逻辑分析法,对社会力量参与全民健身公共服务的模式与策略进行研究。研究认为,政府“掌舵”,构建公共服务型政府;社会“划桨”,形成良性政府与社会合作机制;多元互补,科学高效的社会力量参与全民健身公共服务是其应然模式;明确了政府治理能力偏低、社会力量薄弱、体育公共服务供给不均衡、科学化水平较低等现实困境;提出应持续深化简政放权,提高政府服务效率;进一步发挥市场在资源配置中的作用,激发社会力量参与活力;建立健全公共体育服务供给标准,提高公共体育服务科学化水平等优化策略。The paper studies the mode and strategy of social forces participating in the public service of national fitness by using the method of literature and logical analysis,and holds that the government“takes the helm”to build a public service government;the society“paddles”to form a benign cooperation mechanism between the government and society;the diversified and complementary,scientific and efficient social forces participating in the public service of national fitness is the proper mode.It is clear that the government’s governance ability is low,the social power is weak,the sports public service supply is not balanced,and the scientific level is low.We should continue to deepen the streamlining of administration and decentralization of power to improve the efficiency of government services.We will give full play to the role of the market in resource allocation and stimulate the participation of social forces;establish and improve the public sports service supply standard,improve the scientific level of public service and other action strategies.
