空间治理视角下全域土地整备规划方法研究——以广州市C区为例

摘　　要：改革开放以来,珠三角地区形成了大量“半城市化地区”,沉积了大量破碎零散、历史遗留问题众多的存量用地。随着存量规划时代的到来,土地整备成为盘活存量用地、促进土地集约节约利用、优化增量资源配置的重要抓手。但土地整备现实工作中却面临着成片连片整理难度大、土地供需两端错位匹配、规划体系衔接脱节等问题,进一步制约存量土地再利用和增量土地的系统开发。文章在国土空间治理能力和治理水平现代化的要求下,引入空间治理理念,创新探索全域土地整备规划方法,提出治理对象空间拓展、治理目标价值提升、治理主体协商共治与治理方式精细设计的思考。以广东省广州市C区为例,通过探索数字赋能、明确目标导向、推动机制创新等手段,梳理空间治理转型下“增存协同”的全域土地整备规划方法。Since the reform and opening up,the Pearl River Delta region has formed a large number of'semi-urbanized areas',accumulating a significant amount of fragmented and historical legacy land.With the advent of the era of stock planning,land consolidation has emerged as a vital lever for revitalizing stock land,promoting intensive and economical land use,and optimizing the allocation of incremental resources.However,in practical land consolidation work,challenges such as difficulty in contiguous consolidation,mismatch between land supply and demand,and disconnected planning systems persist,further constraining the redevelopment and systematic development of existing and new land.Guided by the modernization of national spatial governance capacity and level,this article introduces the concept of spatial governance to innovate and explore comprehensive land preparation planning methods.Thoughts are proposed on expanding the spatial scope of governance objects,enhancing the value of governance goals,promoting negotiation and co-governance among stakeholders,and refining governance approaches.Taking C District in Guangzhou City,Guangdong Province as an example,this study sorts out the comprehensive land preparation planning methods under the transformation of spatial governance through digital empowerment,clarifying goal-oriented implementation,and institutional innovation.
