共建团结:党建引领下的能人治村模式研究——基于闽中鹭村的考察

摘　　要：在当前的村庄治理中,政府治理与村庄自治并未实现有效对接,特别是自下而上的自治轨道未被合理建设,导致部分治理问题无法得到解决。因此,需要有着强大组织力和整合力的党组织引领治理,在党管人才的原则下形成新的治理共同体,共建村庄团结,实现治理有效。使用田野调查研究方法,沿用“新双轨政治”的框架分析党建引领下能人治村的具体机制和治理成效,其核心是通过党建自上而下地引领一切治理工作,实现“上轨”的向下扎根,通过把能人吸纳进党组织,实现“下轨”的对上联系。能人在党建引领下聚合成治理团队之后,不断吸纳其他人才、普通村民、外来主体等,构建治理共同体扩大治理基础,并通过重塑村庄价值等方式提高村庄团结的稳定性和可持续性。In the current village governance context,effective coordination between government governance and village autonomy has not been achieved,especially in the construction of the bottom-up autonomy.This has caused some unresolved governance issues in certain areas.A new governance community led by a powerful and integrative party organization should be established to attain effective governance objectives and build village solidarity.Using field research methods,this study employs the“new dual-track politics”framework to analyze the specific mechanisms and governance outcomes of the talent-led village governance under the leadership of Party building.The core approach involves the Party’s leadership guiding all governance work from top to bottom in order to achieve grassroots rootage through“upper track,”and integrating talents into the Party organization to establish connections through“lower track.”Talents make a governance team and continuously incorporate other talents,ordinary villagers,and external actors to the governance community.Furthermore,by reshaping village values and other methods,the stability and sustainability of village solidarity are enhanced.
