数字技术赋能地方预算管理一体化改革的路径探究

摘　　要：为了落实《中华人民共和国预算法》有关要求,加强中央与地方协同配合,强化全国“一盘棋”思想,财政部于2020年发布了《预算管理一体化规范(试行)》。对于政府而言,如何高效推动财政管理数字化转型是亟待解决的现实问题。文章以广西地区A区预算管理一体化建设情况为例,探索了地区预算管理一体化建设中存在的问题,分析了数字技术在提高预算编制科学性、执行规范性和监督有效性中的应用,并就如何通过数据共享和信息化平台建设,实现全面、精准和高效的预算管理提出了若干对策建议。In order to implement the relevant requirements of the Budget Law of the People's Republic of China,forge the synergy between the central and local governments,and implant the idea of coordinating all the activities of the nation like moves on a chessboard,the Ministry of Finance issued the“Budget Management Integration 2.0 Norms(Trial)”in 2020.Hence,for the government,how to efficiently promote the digital transformation of fiscal management is an urgent issue that needs to be solved.In the context of digital finance,the article explores the budget management integration in Zone A of Guangxi,analyzes the application of digital technology in ensuring the scientific,standardized and effective supervision of budget preparation,and proposes several suggestions on how to achieve comprehensive,precise and efficient budget management through data sharing and the construction of an information platform.
