摘 要:能源利用效率提升是实现碳达峰战略目标的重要抓手。本文将能源利用效率区分为单要素能源生产率与绿色全要素能源效率,以2004~2022年我国284个地级市为研究样本,运用双重差分、连续型双重差分等方法考察检验碳交易政策对试点城市能源利用效率的影响及机制。结果显示:碳交易政策能显著提升城市单要素能源生产率与全要素能源效率,且政策效应随年份推移越发显著。机制分析表明:碳价上升有助于改善城市单要素能源生产率与全要素能源效率;碳交易政策能通过能源资源错配的纠正改善城市单要素能源生产率与全要素能源效率,而绿色技术创新的中介影响为负。碳交易政策有助于提升非资源型城市、非老工业基地城市单要素能源生产率与全要素能源效率,而对老工业基地城市单要素能源生产率存在抑制作用。本文基于城市能源利用效率提升的视角,为全国范围碳交易市场建设提供政策启示。The important key to achieve the strategic goal of carbon peak is improving the energy use efficiency.This paper divides the Energy use efficiency into the single factor energy efficiency and the green total factor energy efficiency,and then applies the difference-in-difference(DID),continuous difference-in-difference(DID)and a series of tests to investigate the effect and the mechanism of carbon emission trading policy on the energy use efficiency of the pilot cities,which are based on the research samples of 284 prefecture-level cities in China from 2004 to 2022.The results show that carbon emission trading policy can signifi⁃cantly increase the single-factor energy efficiency and the total-factor energy efficiency of the pilot cities,and the effects become more evident in recent years.The mechanism analysis shows that the increase in carbon price can contribute to the improvement of the single-factor energy efficiency and the total-factor energy efficiency of the pilot cities;carbon emission trading policy increases the single-factor energy efficiency and the total-factor energy efficiency of the pilot cities through improving the correction of energy resource misallocation,while the mediation effect of green technological innovation displays as negative.Carbon emission trading policy has a positive effect on improving the single-factor energy efficiency and the total-factor energy efficiency of the non-resourcebased cities and the non-old industrial base cities.This paper suggests the policy implications for integrating the construction of carbon emission trading market based on the perspective of the growth of city energy use efficiency.
