低生育率、生育权益与生育权益保障——兼论积极保障理念下中国特色生育保障体系构建

摘　　要：本文基于多学科视角和全球视野,以联合国SDG议程、相关国际法和国际公约为基础蓝本,将有关生育权益的条款进行归纳、整理,梳理出七个方面的生育权益;以此为分析框架,分析国际国内生育权益保障实践现状,提出以积极保障理念构建中国特色生育保障体系的若干具体对策建议,以期为推动构建中国特色生育保障体系,健全完善生育权益保障法律法规和公共政策提供参考。From a multidisciplinary perspective and a global viewpoint,based on the United Nations SDG agenda,relevant international laws,and international conventions as the foundational blueprint,this paper summarizes and organizes clauses related to reproductive rights,delineating seven aspects of reproductive rights.Using this analytical framework,the current state of domestic and international practices in the protection of reproductive rights is analyzed.Several specific countermeasures and suggestions are proposed for constructing a reproductive protection system with Chinese characteristics under the concept of active protection.These recommendations aim to provide references for promoting the development of a Chinese-characteristic reproductive protection system and improving laws,regulations,and public policies on the protection of reproductive rights.
