营商环境优化背景下经侦执法效果评估机制研究

摘　　要：经侦执法效果直接关系区域营商环境的优化。在梳理营商环境法治化观念中经侦执法内在逻辑的基础上,评估经侦执法中存在的基本问题。从降低市场交易制度成本视角,博弈分析不同营商环境中司法成本的高低对投资决策的影响,剖析经侦执法效果发挥的内在规律,证明法治化营商环境中经侦执法效率的提升,显著有利于打击预防经济违法行为,持续改善区域营商环境,并基于此构建经侦执法效果评价指标体系,设计经济案件多元争议解决机制,为提升经侦执法效果,促进经侦执法现代化提供参考。The law enforcement effect of economic investigation is directly related to the optimization of regional business environment.On the basis of sorting out the internal logic of economic investigation in the concept of legalization of business environment,the basic problems are evaluated.From the perspective of reducing the market trading cost,the game analyzes the impact of judicial costs on investment decisions in different business environments,analyzes the inherent rules of the effect of economic investigation law enforcement,and proves that the improvement of law enforcement efficiency is conducive to combating and preventing economic violations and improving the regional business environment.Based on this,the evaluation index system of economic investigation law enforcement effect is constructed,and the multi-dispute resolution mechanism of economic cases is designed to improve the law enforcement effect and promote modernization.
