摘　　要：水资源是人类社会生存和发展不可代替的战略资源,是人类生存、社会发展、生态平衡的重要物质基础之一,建设节水型社会,是落实节水优先方针、破解水资源短缺瓶颈的重要举措,也是经济社会高质量发展的重要支撑。文章在概述柘城县水资源基本情况的基础上,对近年来柘城县建设节水型社会取得的成效和主要做法进行了详细分析,以期对建设节水型社会建设起到一定的推动和借鉴作用。Water resource is irreplaceable strategic resource for the survival and development of human society.It is one of the important material foundations for human survival,social development,and ecological balance.The establishment of a water-saving society is an important measure in implementing the water conservation priority policy and overcoming the challenge of water scarcity.Moreover,it serves as an important support for high-quality economic and social development.After summarizing the fundamental water resource situation in Zhecheng County,the accomplishments and key practices of recent years'efforts in constructing a water-saving society are examined in this paper,aiming to facilitate and provide guidance for future endeavors in building a water-saving society.
