摘　　要：近年来,国家对灌区续建配套及现代化改造高度关注。党的十九大报告提出:实施乡村振兴战略和国家节水行动,推动形成人与自然和谐发展现代化建设新格局;加强水利等基础设施网络建设,加快推进农业农村现代化,确保国家粮食安全。灌区担负着保障区域粮食安全、供水安全、服务节水型社会建设和水生态环境保护、农村景观建设等多重任务,对于经济和生态环境可持续发展、保障国家粮食安全提供了不可替代的基础设施和物质保证。In recent years,the state has paid great attention to the renovation and modernization of irrigation areas.The report of the 19th National Congress of the Communist Party of China proposed implementing the rural revitalization strategy and national water-saving actions,as well as promoting the establishment of a new pattern for modernization in harmonious development between humanity and nature.The construction of water conservancy and other infrastructure networks are strengthened.The modernization of agriculture and rural areas is accelerated,and the national food security is ensured.The irrigation area is responsible for ensuring regional food security,water supply security,serving the construction of a water-saving society,protecting the water ecological environment,and promoting rural landscape construction.It provides irreplaceable infrastructure and material guarantee for the sustainable development of the economy and ecological environment while safeguarding national food security.
