塑造行动漩涡:一种基层社会动员的新形态——基于S市L社区“蔷薇巷”的案例研究

摘　　要：基层治理最为重要的支点在于基于社会价值认同而凝聚的广泛社会共识。传统的自上而下式社会动员受到来自现代化、城市化和信息化快速发展的挑战,动员精度、动员方式与动员资源的局限性越发突出。面对基层建设对基层社会动员愈加强化的效能需求,一种基于塑造行动漩涡展开的基层社会动员在针对动员形态的实践探索中开始显现,S市L社区的“蔷薇巷”便是其中的典型案例。通过对该案例的过程追踪与归纳分析显示:以发挥示范效应、制造公共标签和形塑意见气候为主线的新型基层社会动员形态内生于基层社会网络中,依托行动漩涡消解了基层社会内部的利益张力,实现了动员效力由点及面的扩散,甚至可以有效吸纳基层建设中的“顽固群体”。研究结果既为解决中国场景下基层管理实践问题提供了借鉴参考,也为基层社会动员的理论应用拓展了新场景。The most important fulcrum of grassroots governance is a broad social consensus based on basic social values.Traditional top-down social mobilization has been challenged by the rapid development of modernization,urbanization,and informatization,and the limitations of mobilization precision,mobilization methods,and resources have become more and more prominent.In the face of the increasing demand for the effectiveness of grassroots social mobilization in grassroots construction,a kind of grassroots social mobilization based on shaping the vortex of action has begun to emerge in the practical exploration of mobilization forms,and the"Rose Lane"in the community of L in S city is a typical case.And the process tracking and analysis of this case shows that the new grassroots social mobilization pattern,which is mainly based on demonstration effect,creating public labels,and shaping opinion climate,is embedded in the grassroots social network,and dissolves the interest tension within the grassroots society by relying on the vortex of action,realizes the mobilization ef-fect spreading from the point to the surface,and even effectively absorbs the"stubborn groups"in the grassroots construction.The results of this study not only provide reference for solving the practical problems of grassroots management in the Chinese context but also expand new scenarios for the application of the theory of grassroots social mobilization.
