农村产业融合背景下县域农旅产业融合发展研究——以大荔县为例

摘　　要：基于实地调研和资料数据,分析农村产业融合背景下大荔县农旅产业融合发展的措施、成效以及存在问题,并提出推动大荔县农旅产业融合发展的对策建议。研究发现,通过采取做大做强特色农业产业、发展多类型的农旅产业融合模式、大力推进美丽乡村建设、持续发展农业新业态等措施,大荔县农旅产业融合发展取得一定成效,但仍处于较低水平。针对大荔县农旅产业融合发展存在的缺乏联动机制、配套措施、风险保障、人才储备等问题,提出推动大荔县农旅产业融合发展的对策建议:强化政府产业组织职能,引导农旅产业融合发展;加强乡村产业政策指引,支持农旅产业融合发展;加大乡村人才培育力度,满足农旅融合发展需求;发挥旅游业的关联作用,带动农旅产业融合发展。Based on the field investigation and literature data,this study analyzes the measures,effects and problems of agricultural and tourism industry integration development in Dali County under the background of rural industry integration,and puts forward countermeasures and suggestions to promote the integrated development of agricultural and tourism industries in Dali County.The study finds that,by taking measures such as expanding and strengthening the characteristic agricultural industry,developing multiple types of agricultural and tourism industry integration modes,vigorously promoting the construction of beautiful villages,and continuously developing new agricultural formats,the integrated development of agricultural and tourism industries in Dali County has achieved certain results,but it is still at a relatively low level.In view of problems,such as lack of the linkage mechanism,supporting measures,risk protection,and talent reserve,in the integrated development of agricultural and tourism industries in Dali County,this study puts forward countermeasures and suggestions to promote the integrated development of agricultural and tourism industries in Dali County:to strengthen the function of industrial organization of the government to guide the integrated development of agricultural and tourism industries;to strengthen the policy guidance for rural industries to support the integrated development of agricultural and tourism industries;to strengthen the cultivation of rural talents to meet the needs of the integrated development of agricultural and tourism industries;to give play to the related role of the tourism industry to promote the integrated development of agricultural and tourism industries.
