摘　　要：发展新质生产力是推动高质量发展的内在要求和重要着力点,但仅从国内视角考察还不足以理解新质生产力的全貌。新质生产力概念的提出有国际环境变化的因素,包括:逆全球化潮流涌现,一些主要经济体的经济政策开放度不如从前;全球经济理念转变,中国经济发展需要自己的创新理论作指导。中国作为世界第二大经济体,致力于发展新质生产力,也会对全球发展做出重大贡献:理论上为全球范围内发展新质生产力提供方向指引;实践上为其他经济体发展新质生产力提供经验借鉴;助力解决全球发展面临的共同难题。展望未来,大国竞争在传统领域仍将持续,未来会随着新质生产力的发展呈现出一些新特点,比如更多体现在战略性新兴产业领域,大国博弈的对抗风险会有所降低,战略规划和设计也显得愈加重要。Developing the new quality productive forces is an inherent requirement and an important focus for promoting high-quality development.However,it is not enough to understand the whole picture merely from a domestic perspective.The concept of new quality productive forces was put forward due to the changes in the international environment,includingthe emergence of anti-globalization trends and the economic policies of some major economies that are less open than before.With the change of global economic concept,China's economic development needs its innovative theory.As the world's second largest economy,China is committed to the development of new quality productive forces,and will make significant contributions to global development.In theory,it shows direction for the development of new quality productive forces on a global scale.In practice,it provides experience for other economies to develop new quality productive forces.It also helps address the common challenges facing global development.The competition between great powers in traditional fields will continue,but in the case of the development of new quality productive forces,it will show some new characteristics.It will be more reflected in the field of strategic emerging industries,the confrontation risk of great power game will be reduced,and strategic planning and design will become more important.
