中国式现代化进程中科技社团功能的质性研究

摘　　要：随着中国式现代化进程不断推进,社会组织所处的社会结构发生深刻变革,但对于作为科学传播“发声器”、科技创新“排头兵”的中国科技社团,目前相关理论研究较为滞后,其在具体社会实践中与利益相关者间的微妙互动关系和应然因果链条尚未清晰揭示。为不断激活科技社团在中国式现代化进程中的价值,丰富该领域理论研究体系,从“结构-功能”理论视角出发,将科技社团置于中国式现代化的场景之中,探究其与利益相关者间的互动关系,以明确科技社团多元功能的理论应然形态;并利用Nvivo分析软件,对中国科协下属的210个国家级科技社团的组织章程进行文本质性分析,检验这些功能是否有实然体现。主要结论如下:第一,科技社团在中国式现代化建设中的核心功能主要聚焦于科学传播、提供专业化公共服务,但“成色”不高,且以机械式团结科技工作者为主;第二,科技社团的功能发挥存在“内亲外疏”的结构不平衡现象;第三,科技社团会基于政府期许,对功能进行“功利性”排序,上传下达的桥梁作用未能有效实现;此外,科技社团的功能实施也有“言行不一”问题,改革的突破口在于挂靠到事业单位的社团。可尝试通过中国式现代化中的“法治—政治—自治”逻辑,推进科技社团功能的高质量发挥。As the process of Chinese modernization continues to advance,the social structure in which social organizations are located has undergone profound changes.However,for Chinese sci-tech societies,which are the"loudspeakers"of science communication and the"vanguard"of sci-tech innovation,the relevant theoretical research has lagged behind,and the subtle interaction with stakeholders and the chain of cause and effect have not yet been clearly revealed in the specific social practice.In order to activate the value of sci-tech societies in the process of Chinese modernization and enrich the theoretical research system in this field,from the perspective of structurefunction theory,sci-tech societies are placed in the scenario of Chinese-style modernization,and the interaction between sci-tech societies and stakeholders is explored,so as to clarify the theoretical contingent forms of the multiple functions of sci-tech societies.Moreover,using NVivo analysis software,text analysis is conducted on the organizational charters of 210 national sci-tech societies under the China Association for Sci-Tech to test whether these functions are actually reflected.The main conclusions are as follows:Firstly,the core functions of sci-tech societies in the construction of Chinese-style modernization are mainly focused on science dissemination and the provision of specialized public services,but the quality is not high,and they mainly focus on mechanically uniting scitech workers.Secondly,there is a structural imbalance in the functioning of sci-tech societies,characterized by the phenomenon of"internal affinity and external detachment".Thirdly,sci-tech societies will prioritize their functions based on government expectations,but their role as a bridge between the government and sci-tech workers has not been effectively realized.In addition,the implementation of the functions of sci-tech societies also has the problem of inconsistency between words and deeds,and the breakthrough of the reform lies in the sci-tech societies affiliated w
