摘　　要：全过程人民民主是中国在民主治理领域的伟大创造,是中国共产党不断推动中国民主理论创新、制度创新、实践创新的产物。全过程人民民主从产生到不断完善,都深受科技进步成果的影响,表现在其重要执行平台即全国人民代表大会制度践行过程中。数字化时代我们有必要从参政空间、上行下效、监督机制等方面分析智能科技创新对全过程人民民主实施过程的赋能,从素养协同、地方建设、舆论信息等角度指明智能科技成果对全过程人民民主短板的揭示,从科技教育、网络阵地、成果转化等角度思考智能科技手段对全过程人民民主发展前景的导向,以此促进推进国家治理能力现代化发展。The whole process people’s democracy is China’s great creation in the field of democratic governance,and is the product of the CPC’s continuous promotion of China’s democratic theoretical innovation,institutional innovation and practical innovation.The whole process People’s Democracy from generation to continuous improvement,are deeply affected by the progress of intellectual science and technology,those effects are reflected in its practice process through the practice of its important implementation platform,the National People’s Congress.During the digital age,it is necessary to analyze the empowerment of intellectual sci tech innovation in the whole process of people’s democratic implementation from the aspects including the space participate politics,the superior indicate and the inferiors imitate,and the supervision mechanism,to point out that the achievement of intellectual scientific and technological reveal the shortcomings of the whole process people’s democracy from the perspectives of literacy coordination,local construction and public opinion information,to consider the guidance of intellectual science and technology means on the development prospect of the whole process people’s democracy from the perspective of science and technology education,network position and achievement transformation.So as to promote the modernization development of national governance capacity.
